The story of Vigilante 8: 2nd Offense revolves around the international machinations of an oil conglomerate from the future known as OMAR (Oil Monopoly Alliance Regime). After finding an electronic bracelet in the toilet of a gas station, former vigilante Slick Clyde fell into OMAR's control. He worked his way up the executive ranks and soon became CEO of OMAR itself, gaining a complete monopoly on all oil operations except the United States. With the help of his apprentice and hitman Obake, he steals the technology that allows him to travel through time. With Obake and his cybernetic assassin Dallas 13, he jumps back to the 1970s to cripple the United States and give OMAR total domination. In the 1970s, the three vehicles encounter Convoy, the former leader of the Vigilantes. When they see him, the three cars open fire.

Story

The game is set in September 1977, two years after the events of Vigilante 8. The southwestern United States has become peaceful after the defeat of the Coyotes, but the Oil Monopoly Alliance Regime (OMAR) continues to dominate most of the global oil market, even in the 21st century. The new leader of the Coyotes, Slick Clyde, is at the helm of OMAR in 2017 and believes that his greatest regret would be failing to conquer America (which has opted for nuclear and sustainable energy). He plans to change history by stealing a prototype time machine from Stanford University's quantum physics lab, traveling back to the 1970s, and eliminating the vigilantes to ensure OMAR's supremacy.
