Galactic Civilizations II: Dread Lords

Galactic Civilizations II (GalCiv II) is a 4X strategy game set in the 23rd century, in which several alien civilizations fight to conquer the galaxy planet by planet using force, diplomacy, influence (culture) or technology. GalCiv II focuses on the single-player experience, consisting of a campaign mode and a "sandbox" mode, and abandons the multiplayer mode. The game stands out for its artificial intelligence, which presents a challenge without providing the player with resources and abilities, as is common in most strategy games.
