Story

In a completely frozen world, people develop steam-powered technology to brave the overwhelming cold. The ruler of the city must manage both the citizens and the infrastructure in which they live. The leader's tactical skills face challenges that will often challenge morale and the very foundations of what we think of as an organized society. Optimization and resource management often collide with empathy and thoughtful decision-making. While managing the city and society will take up most of the ruler's time, at some point it will be necessary to explore the outside world to understand its history and current state. What decisions will you make to ensure the survival of your society? What will you do when you reach your limits? And... ...who will you become in the process?
