Batman: Arkham City builds on the intense, atmospheric foundation of Batman: Arkham Asylum and sends players to Arkham City, Gotham City's new maximum security wing for all the thugs, gangsters and crazed criminal masterminds. Set within the heavily fortified walls of a sprawling precinct in the heart of Gotham City, the highly anticipated sequel introduces a brand new story that brings together a new star-studded cast of classic characters and murderous villains from the Batman universe, as well as a host of new and improved gameplay features to deliver the ultimate Dark Knight experience.

Story

At a press conference Bruce Wayne holds to explain his opposition to Arkham City, he is arrested by TYGER mercenaries and imprisoned in Arkham City. Hugo Strange reveals his knowledge of Wayne's dual identity as Batman before releasing him into the prison's criminal population. As Strange prepares to begin "Protocol 10," Wayne receives his equipment via airdrop from Alfred Pennyworth, allowing him to become Batman. First, he saves Catwoman from execution by Two-Face, who wants to gain respect by killing her. After the Joker tries to assassinate Catwoman, Batman tracks him down to his hiding place in the Sionis Steelmill, believing that the Joker knows the truth behind Protocol 10. There, Batman learns that the unstable properties of the Titan Formula are mutating in Joker's blood, killing him one by one. The Joker captures Batman and performs a blood transfusion on him, infecting him with the same deadly disease. Joker also reveals that the hospitals in Gotham have been poisoned with his infected blood. Desperate to save himself and innocent citizens, Batman seeks out Mr. Freeze, who had developed a cure but has since been kidnapped by the Penguin. Batman tracks the Penguin to the Cyrus Pinkney National History Institute and defeats his forces, his captured monster Solomon Grundy, and finally the Penguin himself before freeing Mr. Freeze. Freeze tells Batman that he has already developed the cure, but that it has become useless due to its instability. Batman concludes that the restorative properties of Ra's al Ghul's blood can complete the cure. Batman tracks one of Ra's al Ghul's assassins to his underground lair and there gets into a confrontation with Ra's and his daughter Talia, Batman's former lover. With Ra's al Ghul's blood, Freeze is able to develop an antidote, but it is stolen by Harley Quinn before Batman can use it. When he returns to the Joker, Batman finds him healthy again. While the two are fighting, Strange activates Protocol 10, which turns out to be a plan to wipe out the entire population of Arkham City and destroy the criminal element of Gotham. TYGER troops begin executing prisoners while Strange launches missile attacks on Arkham City residents from his base in the Miracle Tower. One missile hits the steel mill, burying Batman under rubble. Before the Joker can take advantage of the situation, Talia shows up and offers him immortality if he spares Batman. After escaping with the help of Catwoman, Batman is convinced by Alfred to finish Protocol 10 before going after Talia and Joker. Batman infiltrates the Miracle Tower and shuts down Protocol 10. Ra's al Ghul turns out to be the real mastermind behind Arkham City and fatally wounds Strange for failing to defeat Batman. With his last breath, Strange activates "Protocol 11," the self-destruction of the Wonder Tower. Batman and Ra's escape, but Ra's commits suicide rather than risk his capture. The Joker contacts Batman and threatens to kill Talia unless Batman meets him at the Monarch Theater. When Batman arrives there, the Joker demands the cure, but is stabbed and apparently killed by Talia while she is distracted. Talia admits to stealing the cure from Quinn when she is killed by a second Joker, who is still afflicted with the disease. The healthy Joker that Talia stabbed then transforms into the shapeshifter Clayface, who has been disguising himself as the healthy Joker all along at the request of the sick villain. Batman incapacitates Clayface, but the Joker blows up the movie theater and sends Batman to Ra's' lair. Batman destroys Ra's' rejuvenating Lazarus Pit before the Joker can use it, and drinks some of the antidote. Batman considers curing his enemy, but before he can act, he is attacked by the Joker, accidentally breaking the vial of antidote. Batman admits that he would have saved him despite everything Joker has done. After Joker finally succumbs to his illness and dies, Batman carries his body out of Arkham City. When Commissioner Gordon asks what happened, Batman places Joker's body on the hood of a police car and silently walks away.
