Story

It is the year 20XX. Peace has returned to the Blue Bomber since Dr. Wily's last defeat. Just when people had forgotten about Dr. Wily, robots around the world began to go crazy. It soon became clear that these robots had been created by Dr. Light. As the calls poured in to Light's lab, Dr. Wily interrupted all television broadcasts to announce that these robot riots were not his doing. He then continued to show video evidence proving Dr. Light's involvement in the recent violence. To make matters worse, Wily gave the account number of his personal bank account and announced that he would be accepting donations to build his own robot army against Light's. Mega Man quickly volunteered to clear Light's name and was dispatched to investigate the cause of the problem. It wasn't long before the police came to Light Labs to arrest the good doctor, but Light went along inconspicuously to prove his innocence. Meanwhile, Mega Man pursued the Robot Masters and, after defeating a few of them, found out that they were to be decommissioned and sent to the scrapyard because they had reached their government-assigned expiration date. After the last Robot Master was taken out, Mega Man took one of the robot's internal memory units back to Auto to examine it. It turned out that Dr. Wily had reprogrammed the robots that were to be destroyed to rebel against their human masters instead of being destroyed. The robots simply wanted to serve a purpose and not be sent to the scrap heap. After watching the video, Dr. Wily stormed into their lab, stole the memory circuit, and then retreated to his newly constructed Wily Castle. Mega Man made his way through the fortress, battling powerful robots that had been built with the money Wily had received from the donations of those affected by the robot uprisings. In the end, Mega Man defeated Wily one more time and showed him footage of every single defeat he had inflicted on Wily. Although Wily appeared contrite and apologetic, he tricked Mega Man into believing that Dr. Light was actually being held captive in a prison cell in the next room. Although Proto Man warned him that it was a trap, Mega Man went to investigate the cell and was instead electrocuted by the dummy of Dr. Light that was in the cell. When Wily's lab self-destructed, Proto Man returned and teleported Mega Man out of the lab just in time. In the end, Light was released from prison. He then found useful uses for all the Robot Masters he had designed, which had reached their expiration date. Although the ending states that Dr. Wily was nowhere to be found after his base was destroyed, the credits show Concrete Man stalking him.
