Story

In the late 20th century, global warming consumed 75% of the world's habitable land, forcing humanity to build new cities higher than those now claimed by the sea. But the floods have not only claimed land. Millions of people have also been killed, leaving humanity's labor force severely depleted and robots to do the work. To regulate how these robots are handled, the United Nations created the "New Geneva Convention," which includes Clause 21, which prohibits the creation of robots that can pass for humans and are referred to by the population as "hollow children." To enforce Clause 21, the UN creates the specialists of the R.U.S.T. Crew. When a hollow child breaks into the headquarters of the Bergen robotics company after finding out he is a hollow child and believing he is human all his life, the UN suspects the Amada corporation of being behind his creation. As a result, an R.U.S.T. crew is dispatched to bring Amada's CEO before the UN Security Council and provide answers.
